Is this sign racist?

I saw this at the dentists office today.......is this sign racist? 

 Is THIS racist?  (Just for comparison and contrast).

Okay - what about this?  (Please note its being said by a black man African American in a hit movie and its a hit actor AND he's a criminal, not some uppity businessman, in the movie!)

Just wondering.......
