I was a bit surprised - I know he's from Taiwan - but I thought his English was better than this. I couldn't believe he didn't know the phrase when speaking of his plans for illegals - he didn't know the phrase "make them citizens" or "give them citizenship." He really really really stumbled over that one to where the teleprompter - sorry - news caster had to tell him a phrase to say that wouldn't make it sound like he wanted to "give them citizenship." That or he didn't want to say it.
